Who can sign up for MCV cell phone service?
Only customers who have two or more of the listed services can sign up for MCV Cell service: MCV TV, MCV Digital TV, MCV Phone, MCV Online.
What features come with the cell phone service?
MCV cell service includes Voicemail, Caller ID, call forwarding, call waiting, and 911 services at no additional costs.
Does MCV offer a Long Distance Plan for their cell service?
Customers can add Long Distance to the US and CNMI for $6.00. Please Note: you will not be charged for long distance calls provided you DO NOT go over your 1500 minute plan. Once you go over your 1500 minute plan, you will be charged on a per-minute, per-call basis. The Long Distance add-on ONLY includes calls to the US and CNMI; International calls will be charges on a per-minute, per-call basis.
What happens if I go over my 1500 minute plan?
You will be charged $0.25 per minute after exceeding your 1500 minute plan. You will also be charged on a per-minute, per-call basis for any long distance calls you make regardless if you are on the Long Distanct plan to the US and CNMI.
What is roaming?
Roaming is the ability to use your cell phone outside your usual service area - when traveling outside of the "home" service area defined by a service provider.
Is roaming available?
Roaming is available at a charge of $0.35 per minute per call and is only available in the US and CNMI. Also, only CDMA phones can be programmed to roam. It is recommended that you bring your phone to the IT& office at least one (1) week prior to your departure date for programming. There is no charge for roaming in the CNMI.
What is SMS texting?
SMS stands for "short message service," commonly known as text messaging. It allows a short text message to be sent from one cell phone to another cell phone or from the web to another cell phone.
What are the additional charges for text messaging?
Unlimited LOCAL/CNMI SMS = $5.95 per month. SMS to the US = $0.12 per text message. SMS to the Philippines = $0.08 per text message. SMS within Guam/CNMI = $0.06 per text message.
What is WLNP (Wireless Line Number Portability)?
WLNP gives you the option of keeping your current cell phone number when transferring from one provider to another.
Am I able to port or transfer my cell phone number to MCV?
You will be able to port your number to MCV. You'll need to provide us with a copy of your current cell phone bill and your picture ID. If you are not the primary subscriber, you will also need a written authorization from the primary subscriber and a picture ID of the primary subscriber. Your current cell phone service (with your previous provider) must remain active until porting process is complete.
Are there any charges to port a number to MCV?
MCV will not charge you to port your number to MCV. However, we recommend you check with your current provider for charges as most providers charge a fee if a customer wants to take their number to another provider. Also, you'll want to check if there will be any cancellation fees.
Is directory assistance available with your cell service?
Yes, at a rate of $0.75 per call.
What kinds of cell phones are compatible?
You must provide a 1900 MHz CDMA cell phone that is unlocked. If the phone is locked, IT&E will charge a $30.00 fee to look for the SPC code to unlock your phone. It may take IT&E up to 3 business days to unlock and program your phone, and this can only be done at IT&E's Harmon location. Note: The specifications above are just a guideline; if IT&E does not have the programming software or cables required to program your phone, you will not be able to use it.
What is GSM?

GSM digitizes and compresses data, then sends it down a channel with two other streams of user data, each in its own time slot. It operates at either the 900 MHz or 1,800 MHz frequency band.
What is CDMA?
CDMA (Code Division Multiple Access) is a channel-access method utilized by various radio communication technologies. CDMA employs spread-spectrum technology and a special coding scheme (where each transmitter is assigned a code) to allow multiple users to be multiplexed over the same physical channel.
What is the difference between GSM and CDMA?
GSM phones use a SIM card that stores all personal data and contacts on it. CDMA phones store user data including phone book and scheduler information on the operator's database.
What is a "Smart Phone?"
A smart phone is a mobile phone that offers advance capabilities in addition to voice services such as text messaging, web access, and other data services.
What is an ESN #?
ESN (Electronic Serial Number) is a unique identification number embedded in a cell phone by its manufacturer. This allows the cell phone provider to identify the phone and check the call's validity.
How do I find the make/model of a cell phone?
"Make" is identified by who makes the phone (eg. Motorola, Samsung, Nokia); "model" is the type of phone it is (eg. Motorola i335). Most makes/models can be found in the owner's manual, behind the cell phone battery, or within the cell phone settings.
What is the time frame for the unlimited nights/weekends?
Monday - Friday: 8:00 p.m. - 4:59 a.m. Saturday and Sunday: all day.
How is IT&E associated with MCV Cell Service?
MCV is the authorized reseller of IT&E's cellular service.
Will I receive a bill from IT&E?
No. You will have the convenience of one bill for all your MCV services.
